随着对新公共管理理论和服务型政府的提倡,“公共服务能力”逐渐被提上议事日程从而进入公众视野。网络时代的到来,又使得电子化应用变得越来越炙手可热,电子化公共服务能力也因此被提倡并推崇开来。本文基于对美、英、加、澳等发达国家档案馆网站的调研,从各档案馆电子化公共服务能力的广度、深度和人性化程度三方面进行比较,探究其电子化公共服务能力建设的共性及差异,以期为我国档案馆电子化公共服务能力建设提供参考和借鉴。
With the promotion of new public management theory and service-oriented government, “public service capability ” has gradually been put on the agenda to enter the public field of vision. The advent of the Internet era has made electronic applications increasingly hot and the electronic public service capabilities promoted and respected. Based on the investigation of the archives websites of the developed countries such as the United States, Britain, Canada and Australia, this article compares the public service capabilities of each archives with the breadth, depth and degree of humanization of electronic public services to explore the construction of its electronic public service capabilities Commonality and differences, with a view to provide reference and reference for the construction of electronic public service capability of archives in our country.
