Personally, I am honored and happy to be able to attend this meeting and have the opportunity to introduce to all the honored participants the role of patenting documents in a developing country, as well as some literature search and patent examination. The basic principle of the patent system is novelty. Although other conditions are still needed, novelty is the primary requirement for patenting. Novelty can be “relative”, that is
