针对震后初期灾区应急物资严重短缺的现实情况,考虑到受灾群众的非理性攀比心理,基于公平与效率兼顾的视角构建应急物资分配-运输的双层协同优化模型.顶层模型以所有需求点的损失攀比效应总和最小为目标保障应急物资分配的公平性,底层模型以应急物资运达需求点的时间攀比效应总和最小、总运输时间最短为目标保障应急物资配送的公平性与效率性,并根据模型特点设计一种混合遗传算法求解.最后,采用案例验证本文方法的合理性与有效性.
In view of the actual situation of the serious shortage of emergency supplies in the disaster-stricken area in the early post-earthquake period and considering the irrational comparisons of the affected people, a two-level collaborative optimization model for emergency material allocation and transportation was constructed based on the perspective of fairness and efficiency. The minimum sum of the loss effect is the fairness of the distribution of emergency materials. The bottom model has the least sum of time comparisons, the shortest total transportation time to ensure the fairness and efficiency of emergency materials distribution. Model Features A hybrid genetic algorithm is designed to solve the problem.Finally, the rationality and validity of the proposed method are verified by the case study.
