設計预算已經实施快五年了,为了进一步改进今后工作,国家建設委员会指示中央有关各部总结五年来设計预算的編制和执行情况,从而提出改进意见。同时为了从根本上簡化预算,已經组织各部有关同志进行预算工作的專题研究,特别是对編制预算所依据的资料(包括预算定额和预算制度)和結算等問题,如何在保证質量和进度的前提下加以改进和簡化进行了研究。现把我个人几年来对預算工作的一些体会与最近了解到的一些情况,綜合整理出来,供同志們研究参考。
The design budget has been implemented for nearly five years. To further improve its future work, the National Construction Committee has instructed the relevant central ministries to summarize the preparation and implementation of the design budget over the past five years and to put forward suggestions for improvement. At the same time, in order to fundamentally simplify the budget, special studies have been organized on the work of the comrades in various ministries, especially on the issues on which the budget is based (including budget quotas and budget systems) and settlement issues. Under the premise of improvement and simplification, a study was conducted. Now I personally compile some of my experiences in the budget work and some of the recent understandings of the budget work for the comrades to study for reference.
