推进非公企业防治腐败工作,应注重顶层设计和总体规划,完善工作机制和责任体系,从加强企业自身建设和改善外部环境等方面入手。改革开放以来,随着非公有制经济的逐步壮大,非公企业防治腐败工作在一些地方也进行了大胆探索,但大多还处于起步和摸索阶段,工作基础比较薄弱,面临许多困难,存在一些问题。一是思想认识不到位。有的地方党委、政府担心非公企业开展防治腐败工作会制约地方发展,对非公企业腐败问题重视不够、监管不力。二是责任主体不明确。当前,非公企业情况复杂、多种多样。不同规模、类型和管理模式的非公企业防治腐败工作究竟如何开展,由哪个部门牵头、哪些部门参与、形成什么样的工作机制和责任分工尚不明确。三是企业纪检监察组织建设亟待加强。一方面,很多地方的非公企业没有建立党的基层 To promote non-public enterprises to prevent and control corruption, we should pay attention to the top-level design and overall planning, improve the working mechanism and responsibility system, and start with strengthening the self-construction of enterprises and improving the external environment. Since the reform and opening up, with the gradual expansion of the non-public sector of the economy, non-public enterprises have also made bold explorations in preventing and controlling corruption in some places. However, most of them are still in the starting and exploring stages. Their work foundation is relatively weak and they face many difficulties and problems. First, lack of understanding of ideas. In some places, the party committees and governments are worried that non-public enterprises will work hard to prevent corruption and will restrict local development. They pay insufficient attention to corruption in non-public enterprises and ineffective supervision. Second, the main responsibility is not clear. At present, non-public enterprises are complex and diverse. It is still not clear what kind of work mechanism and division of responsibilities the non-public enterprises of different scales, types and management models should take to prevent and control corruption. Third, the construction of enterprise discipline inspection and supervision organizations urgently need to be strengthened. On the one hand, non-public enterprises in many places have not established the party’s grassroots
