西部大开发是以江泽民同志为首的党中央,按照邓小平同志提出的“两个大局”和“三步走”的思想,开创建设有中国特色社会主义事业新局面的重要战略部署。江泽民总书记强调:“在继续加快东部沿海地区发展的同时,必须不失时机地加快中西部的发展,从现在起,这要作为党和国家一项重大的战略任务,摆在更加突出的位置。”党的十五届四中全会明确提出:“国家要实施西部大开发战略。”今年1月,朱镕基总理主持的西部地区开发会议的召开,标志着西部大开发已进入了实战阶段。
