澳大利亚公立中小学的经费主要由各州政府拨款。联邦政府对各州公立中小学的财政拨款约占政府拨款总额的10%左右。政府的财政拨款额是否能覆盖公立学校所有的运行开支呢?从近期的情况看,回答不但是否定的,而且要求政府增加拨款的呼声日趋增高。这样,在国家财政拨款满足不了学校要求的情况下,各中小学校不得不想方设法开辟多种渠道,筹集资金,以保证学校的正常运行和发展。本文将从集资、赞助和征费三个方面对澳大利亚公立学校的经费筹措情况作一分析。
The funding for public primary and secondary schools in Australia is mainly funded by the state governments. The federal government’s financial allocations to public primary and secondary schools in every state account for about 10% of the total government appropriations. Can the government’s financial allocation cover all the operating expenses of public schools? In the recent case, the answer is not only negative, but also calls for increasing government funding. In this way, under the condition that the state funding can not meet the requirements of the schools, all primary and secondary schools have to find ways to open up various channels and raise funds to ensure the normal operation and development of the schools. This article will analyze the financing of Australian public schools from three aspects: fund-raising, sponsorship and levying.
