城市公共资源配置与交通供给矛盾已成为重大社会民生问题,如何从本质上解决交通拥堵成为学者们研究的重要课题。交通影响评价通过对既定区域交通环境的深入研究,侧重从微观层面协调交通发展与土地利用关系,是在规划阶段预防和减轻交通难题的有利途径。首先回顾国内外交通影响评价发展历程,比较了国内外开展交通影响评价的体制,总结了目前我国交评取得的主要成就和不足。深刻剖析在实践中交评实践中存在的具体问题,针对问题思考如何建立适应新形势下的交通影响评价管理程序、编制内容、理论方法和实施对策等,提出了提高公众参与、征收交通影响费、开展回顾性交评等相应对策。通过探讨为其他城市提供经验参考,为未来城市交通影响评价发展提供较明确的方向指引。
