第一章总则第一条为加强和规范预算外资金管理,控制预算外资金规模,增强各级人民政府的宏观调控能力,提高资金的使用效益,促进廉政建设,根据《中华人民共和国预算法》等法律、法规和国家有关规定,结合本省实际,制定本条例。第二条省内有预算外资金收支活动的国家机关、事业单位、社会团体和人民政府授权行使行政管理职能的机构及其派驻本行政区域外的机构应当遵守本条例。
