海洋产业规划发展已经成为很多沿海省市的重要发展规划,由于海洋产业的特殊性,在改造和发展传统产业的基础上,如何实现新兴产业的合理布局,形成和发挥战略性新兴产业的重要龙头作用,是各省市相关部门关注的焦点。本文在分析了海洋战略性新兴产业涵义的基础上,探讨了其形成机制和作用机理,以此为理论指导,以宁德市环三都澳区域为例,提出了该区域海洋战略性新兴产业发展对策建议。
