由于受传统观念的影响,外事档案信息资源一直存在利用率不高的现象。互联网的出现,为我们提高外事档案利用效率提供了新途径。外事档案信息资源的整合是开展资源共享的前提与基础,共享是整合的基本出发点与根本归宿,只有使外事档案信息资源达到了最优化整合,才能够实现其真正意义上的共享①。因此,要确立网络环境下外事档案信息资源整合模式
