互联网对公共文明建设提出新要求,可从认知方式、法律与道德标准、舆论引导与监督三个维度加以考察。网络公共文明建设催生公共生活新规则,我国的网络公共文明尚处于低位发展水平,要加强网络治理能力建设,处理好公共生活中现有的规则与互联网所要求的生活方式之间的关系,培育公民养成在网络生活中做到权利与义务的统一。网络公共文明建设路径的研究趋向,可从人的网上行为、网络公共文明的基础理论、互联网制度(规则)建设、网络公共文明的教育方式和方法等方面展开。
The Internet puts forward new requirements for the construction of public civilization and can examine it from three dimensions: cognitive style, legal and moral standards, guidance and supervision by public opinion. The construction of online public civilization has given birth to new rules in public life. The online public civilization in our country is still at a low level of development. We should strengthen the capacity building of network governance and handle the relationship between the existing rules in public life and the lifestyles required by the Internet. Citizens develop a network of life to achieve the unity of rights and obligations. The research trend of the path of network public civilization construction can be started from the human online behavior, the basic theory of network public civilization, the construction of Internet system (rules) and the way and method of public education on network.
