文章认为，在我国社会主义初级阶段中，应以初级公有制为主。社会主义初级公有制是指企业财产的公有化程度较低，公有组织的财产主要为其成员所有，企业产权由非国有为主的多元化股东出资所构成的一种公有制经济制度和组织形式。从传统的公有制过渡到以初级公有制为主，应把产权制度改革与所有制结构调整结合起来，区分大中小企业以及全民与集体企业，采取不同的形式，分步推进，逐渐完成。
The article believes that in the primary stage of socialism in our country, primary public ownership should be the mainstay. The primary public ownership of socialism means that the degree of public ownership of the enterprise property is relatively low, the public-owned organization’s property is mainly owned by its members, and the public ownership of the enterprise is composed of a non-state-owned and diversified shareholder. This forms a public-owned economic system and organizational form. From the traditional transition from public ownership to primary public ownership, the reform of property rights system should be combined with the adjustment of ownership structure to distinguish between small and medium-sized and small enterprises as well as all-people and collective enterprises. They should take different forms and step by step and be gradually completed.
