黄河第一期春修工程,已于春耕前胜利的完成任务,而且工程质量一般都很好。这是参加一期春修广大干部、民工,及工程除积极努力共同奋斗的结果。但由于生产救灾任务的繁重,结合不够紧密,及有的对黄河春修的重要性认识不足,未能集中力量加强领导,致在一期春修进程中,也曾发生了许多缺点和偏差;如在以工代赈中,某些县区强调救灾,单纯提出「到黄河去有饭吃」的口号,忽视黄河工程的需要,不能保证工程标准,结果使工程受到损失,而去的灾民亦成到失望,虽经及时发现纠正,但此类教训,应予接受。现在二期春修即将开始,沿河各县必须抓紧春种后与麦收前的空隙,接受一期春修的经验教训,按照黄河河务局的计划,努力完成,为今年防汛打下更坚实的基础。 The first phase of the Yellow River spring repair project, has completed the task before the spring plowing victory, and the quality of the project are generally good. They can not guarantee engineering standards and as a result, the project will suffer losses. It has come to disappointment. Although it has been rectified in time, such lessons should be accepted. Now that the second phase of spring cultivation is about to begin, counties along the rivers must pay close attention to the gap between spring planting and wheat harvesting and accept the experience and lessons of a spring cultivation. In accordance with the plan of the Yellow River River Bureau, efforts should be made to lay a more solid foundation for this year’s flood control basis.
