信息共享是现代化航空运行的基础,是实现未来ATM系统的重要前提。国际民航组织为了实现信息共享制定了“三步走”发展战略,而AIS向AIM过渡是第一步。从2006年至2010年五届全球航空情报大会持续推进着AIS向AIM过渡进程。目前各国航行情报部门提供的航行数据和信息虽然能够服务于飞行全过程,但存在缝隙。而一旦实现“以产品为中心的AIS服务”向“以数据为中心的AIM服务”的转变,航行情报部门将提供更广泛的、高质量的数字化航行数据和信息,无缝隙地服务于飞行全过程。然而,我国实现这一目标任重而道远。
