近年来,我国对重点工程所需的重大成套技术装备,广泛采取国内、外招标的做法来择优选定承包厂家。对于合作生产的成套设备项目,评标选定的中标外商,应该既是成套设备的最优承包商,又是我国机电制造部门的理想合作伙伴。具体选择的恰当与否,对工程建设效果和引进技术成败有着举足轻重的影响。评标是一种多因素的选优过程。尤其是大型成套设备合作生产项目的评标择优,涉及的因素更加多而复杂。本文试图运用系统工程技术来探求一种科学合理、准确简便的评标择优方法,使其能在实际工作中得到应用。
In recent years, China’s major complete sets of technical equipment required for key projects have adopted extensive domestic and foreign bidding practices to select preferred contract manufacturers. For the co-production of complete sets of equipment projects, the bid-winning foreign-invested companies selected for bid evaluation should be both the optimal contractor for complete sets of equipment and the ideal partner for China’s electromechanical manufacturing sector. Whether the specific choice is appropriate or not has a decisive influence on the effectiveness of engineering construction and the success of the introduction of technology. Bid evaluation is a multi-factor selection process. In particular, the evaluation of bids for large-scale cooperative equipment production projects involves more and more complex factors. This article attempts to use system engineering technology to explore a scientific and reasonable, accurate and simple method of bid evaluation, so that it can be applied in practical work.
