190 9年 1月 1 8日 ,清政府正式颁布了《城镇乡地方自治章程》和《城镇乡地方自治选举章程》。至此 ,在清政府的直接规划与督导下 ,地方自治运动进入了新的阶段。这一阶段与前一阶段不同 ,由于清政府的介入 ,使得地方自治运动既得到政府的支持 ,又受到政府的控制 ,自治团体的参政活动只能在政府的框定下进行。这种参政活动 ,无疑既有其便利之处又有其受控之处。本文从自治机构 (或团体 )、自治研究所、自治范围、选举、自治功绩等方面进行探索 ,以观其这一阶段地方自治的实效
On January 18, 2009, the Qing government formally promulgated the “Constitution of Local Autonomy of Towns and Townships” and the “Constitution of Local Autonomy of Towns and Townships”. So far, under the direct planning and supervision of the Qing government, local self-government movement has entered a new phase. This stage is different from the previous stage. Due to the intervention of the Qing government, the local self-government movement is supported by the government and controlled by the government. The participation of the autonomous government in the government activities can only be carried out under the framework of the government. This kind of political participation undoubtedly has both its convenience and its controlled place. This article explores the autonomy bodies (or groups), self-government institutes, scope of autonomy, election, self-government achievements and so on, in order to view the effectiveness of local autonomy at this stage
