The initial phase of a 4-GHz telecom experiment conducted using satellite Telstar found that the noise level of the quantum amplifier significantly increased during rains. This effect is related to the raindrop radiation, the water layer formed on the streamline antenna, which is related to the radiation and reflection of radio waves and the scattering of radio waves in the raindrops. If the birefringence index of liquid water is known, then all of the above effects can be estimated.
