汽车发动机行业为了赶超世界先进水平,各企业首先要为自己的产品确定一个赶超目标,然后才能制订相应的赶超规划.但是,在世界上,著名的汽车制造厂家有十几家,同类型产品至少有几十种,多至几百种.那么究竟选取哪一家,哪一种产品作为自己的赶超目标呢?于是,矛盾就产生了.基层厂往往选取水平较低的厂家和产品作为自己的赶超目标,而上级领导机关或鉴定小组成员单位则相反.谁都有依据,因而谁也说服不了谁. 世界水平又是在变动着的.总的说来,它随着时间的推移而提高,但也有下降的时候.因此,定期(例如一年一次)用回归分析法来确定当年发动机性能指标的世界水平就显得十分必要了.
In order to catch up with the advanced world level in the automotive engine industry, companies must first set a catch-up goal for their products before they can formulate corresponding catch-up plans. However, in the world, there are more than a dozen famous automobile manufacturers. There are at least dozens of types of products, up to several hundred. So which one is chosen and which one is its own catch-up target? Then, the contradiction arises. The grass-roots factories often choose lower-level manufacturers and products. As their own catch-up goal, the superior leadership or appraisal team member is the opposite. Everyone has a basis, so no one can convince anyone. The world level is changing again. Generally speaking, it will change over time. As time goes by, it increases, but there is also a time of decline. Therefore, it is necessary to use regression analysis to determine the world level of engine performance indicators on a regular basis (for example, once a year).
