惠农政策在组织传播过程中存在政策内容失真、传播渠道单一、反馈环节缺失、监督和处罚不力等困境。我国行政体制结构的“科层制扭曲”特征是惠农政策组织传播困境的重要原因,等级化、人格化和非理性的科层结构阻碍了惠农政策信息传达到农村,惠农政策处于传播失灵、策略性执行以及监督缺位状态,政策实际执行效果远远低于政策预期与规划。应从减少传播层级、增进传播公开、构建政策反馈平台、加强政策传播法制化和规范化等方面着手,走出惠农政策组织传播的困境。
In the process of organization and communication, benefiting-agriculture policies have such problems as the distortion of policy content, the single channel of communication, the lack of feedback links, the poor supervision and punishment. The “bureaucratic distortions” feature of the structure of administrative system in our country is an important reason for the predicament of benefiting agricultural organizations. The hierarchy, personalization and irrationality of bureaucratic structure impede the transmission of preferential agricultural policy information to rural areas and benefit agricultural policies Communication failure, strategic implementation and supervision of the absence of state implementation of the actual effect of the policy is far below the expected policy and planning. We should start from the aspects of reducing the level of communication, enhancing the dissemination of information, building a platform for policy feedback, and strengthening the legalization and standardization of policy dissemination.
