几年来,在国管局党组正确领导下,在国家发展改革委、财政部等主管部门的支持下,中央国家机关政府采购中心在电子化招投标工作中取得了一些成绩:一是理念领先。采购中心早在2008年就在国内政府机关中率先全部采用先进的开源操作系统、数据库、中间件和编程软件,以最低的投入完全实现了软件正版化,摆脱了对国外商业软件的依赖,软件采购成本减少1400万元左右。
