2015年,中国智库站上新起点。一年来,智库建设外部环境不断改善、政策支撑愈加有力;智库自身治理机制逐渐建立、体制痼疾有所克服;智库研究的理论体系开始建构、评价机制趋向多元;智库与媒体之间的关系愈加紧密,融合发展之势鲜明凸显。本报告着眼于上述方面,在2015年智库发展的海量信息中寻找新亮点、总结新态势、形成新思考,以期对当前乃至今后的智库建设有所裨益。一、国家战略勾画蓝图——大政新政频出智库建设受到新一届中央领导集体高度重视。2015年,中央与地方各级相关部门大力提供政策支持,为智库发展创造良好制度环境。
In 2015, a new starting point for China think tank station. In the past year, the external environment for the construction of think tanks has been continuously improved and policy support has become more and more powerful. The management mechanism of the think tanks has been gradually established and the institutional diseases have been overcome. The theoretical system of think tanks has begun to be constructed and the evaluation mechanism tends to be diverse. The trend of integration and development is clearly highlighted. This report looks at the above aspects, looking for new bright spots in the massive information for the development of think tanks in 2015, summarizing new trends and forming new thinking in the hope of contributing to the present and future construction of think tanks. I. Outline of the National Strategy: Blueprint for the Great Diplomacy-The New Deal of the General Political Council Frequently Attaches Great Importance to the Establishment of a Think Tank by the Central Leadership of the New Central Government. In 2015, relevant departments at the central and local levels provided policy support vigorously and created a sound institutional environment for the development of think tanks.
