To promote the transformation of human resources into combat capability and to enhance the ability to win informatized wars by vigorously promoting the building of qualified personnel is an important issue that needs to be tackled in an effort to combat the talented personnel in combat units. To this end, we must earnestly rectify the guiding ideology of building a qualified personnel; pay attention to inspiring the inherent motivation of the officers and men to become successful professionals and careers; strive to improve the quality and ability of qualified personnel; and uphold the people-oriented principle of talent management.
