这几年,我国安全生产形势一直比较严峻。对此,党中央、国务院及地方各级政府都十分重视,采取了一系列措施,但预期效果并未充分显现。究其原因,主观因素起决定作用。人的思想观念、管理手段、工作方式还多少停留在、至少还带有深刻的计划经济遗痕,这一因素严重制约我们的工作定位,使宏观管理措施失效,政令难以畅通,法律法规难以贯彻,工作相互掣肘,效率不高,正所谓“严不起来,落实不下去”。若不从深层次思考全国安全生产工作,解决思想认识问题,很难驾驭安全生产形势。
