粮食价格补贴是国家实行粮食政策的产物。它是因价格体系不合理或提高粮食销售价格,国家给予粮食工商企业或消费者的补贴。一般是由下面两种情况引起的:一是原材料和成品的进价提高后,不能相应提高加工品和成品的销售价格时,国家补贴给生产单位或经营企业,以维持正常生产或经营,如粮食亏损补贴等。二是由于粮食商品的收购价格或出厂价格提高而相应提高销售价格时,国家为了不影响人民生活,采取补贴给消费者个人的办法。目前,粮食价格补贴大致有两种类型,即保证价格型补贴和购销倒挂型补贴,包括以下几种情
Food price subsidies are a product of the country’s food policy. It is due to the unreasonable price system or the increase in the price of grain for sale, and the state grants subsidies to grain industrial and commercial enterprises or consumers. Generally, it is caused by the following two conditions: First, when the purchase price of raw materials and finished products is increased, the sales price of processed products and finished products cannot be raised accordingly, the state subsidizes the production units or operating companies to maintain normal production or business, such as Food loss subsidies and so on. Second, when the purchase price or the ex-factory price of food commodities increases and the sales price increases accordingly, the state adopts a subsidy method for individual consumers so as not to affect people’s lives. At present, there are roughly two types of food price subsidies, namely, guaranteed price subsidies, and purchase-sale-downside subsidies, including the following types of situations:
