中科院实行的是所长负责制,党委要发挥的是政治核心作用。如何有效地发挥党委的政治核心作用,是在改革开放与中科院的创新实践中需要不断探讨与完善的理论课题。1.率先转变观念,提高认识,是对党委成员的基本要求基层党委是贯彻落实党的方针、路线与政策的机构保证和核心力量。党的政策落实的好坏,基层党委是关键。如何保证党的改革、开放的政策不折不扣地贯彻与执行,如何把握好科学院的改革、创新的方向在研究所不偏颇,党委首先要从转变观念着手。党委成员应率先有正确的认识和观念的转变,应率先理解和掌握相应政策的内容和实质,成为自觉执行党的政策的
