跨省河长制概念,迄今在我国尚未有人提出。针对习近平总书记关于京津冀协同发展要“完善水资源保护、水环境治理等领域合作机制”重要指示,提出建立京津冀省际河长制。该机制的核心包括三地河长协同联席组织制度、河长轮流值班责任制度、社会化综合监督制度。同时,建立流域管理和区域管理机构协调机制。针对河长制工作内容任务以及协同管理手段、模式,进行研究和探讨。
Inter-provincial river length concept, so far in our country has not been proposed. In response to the important instructions of General Secretary Xi Jinping on the synergistic development of Beijing, Tianjin and Hebei Province, the “perfect cooperation mechanism in water resources protection and water environment management”, the article proposes the establishment of an inter-provincial river system of the capital of Beijing, Tianjin and Hebei. At the same time, the establishment of basin management and regional regulatory agencies coordination mechanism. Research and discussion on the content and tasks of river long-term work and the collaborative management methods and models.
