海洋是指作为海洋主体的海水水体、生活于其中的海洋生物、邻近海面上空的大气和围绕海洋周缘的海岸及海底等几部分组成的统一体。海洋面积达36,200万平方公里,占地球表面积的70.8％,体积约137,000万立方公里。在当今世界人口迅猛增长,对物资的需求量大大增加,陆地资源因长期开发利用而日趋短缺的情况下,人类已经把视线更多地投向了海洋,1982年《联合国海洋法公约》标志着人类新的海洋国土概念的确立。本期发表的《海洋·海洋观·海上长城》访谈录提出,我国长期受封建社会自然经济局限,海洋意识不强。反思近百年的历史教训,我们必须尽快树立起新的海洋防卫意识,重视海上综合国力建设,建立具有强大的海上防卫力量。这是民族和时代赋予我们的使命。
Ocean refers to the sea body as the main body of the sea water, living in which the marine life, adjacent to the atmosphere above the sea and around the coast of the ocean and the seabed and other parts of the unity. Ocean area of 36,200 square kilometers, accounting for 70.8% of the Earth’s surface area, volume of about 137,000 cubic kilometers. In the current world with the rapid population growth, the huge increase in the demand for materials and the shortage of land resources due to the long-term development and utilization, human beings have turned their attention more to the oceans. The 1982 UN Convention on the Law of the Sea symbolizes the human beings The establishment of a new concept of maritime territory. The interviews published in this issue of “Ocean, Ocean and Sea Great Wall” suggest that our country has long been constrained by the natural economy of the feudal society and its maritime awareness is not strong. Reflecting on the historical lessons of the past century, we must establish a new awareness of maritime defense as soon as possible, pay attention to the construction of overall maritime power and establish a strong maritime defense force. This is the mission entrusted to us by the nation and the times.
