很久以前,桑坪境内的灌河有个村子和桑坪镇虽只有一河之隔,但村民们到镇里办事,孩子们上学,都要绕十来里路极不便,有好几个病人就是因为绕道耽误了时间而送了性命。修桥成为该村的头等大事。这一年县里换了个爱热闹,又能办些实事的县官,村民们再次上书,迫切要求解决修桥之事。
