针对城镇职工基本医疗保险、城镇居民基本医疗保险和新型农村合作医疗等3个制度筹资和受益水平存在着较大差异,导致医疗保障不公平问题日益突出与我国经济社会发展一体化格局要求不相适应的现实,根据相关文件倡导具备条件的地区可探索实行省级统筹的政策导向,提出辽宁省基本医疗保障全省统筹发展框架与思路。文章认为,提高医疗保障的统筹层次和全省统筹的最终目的是提高基金共济能力,缩小不同制度的保障差异,改变不公平状况,确保所有居民共享与全省经济和社会发展水平相适应的医疗保障的普惠与福祉;提出医疗保障全省统筹的发展目标及5个阶段及其对策建议。认为目前应做好制度设计和推进提高统筹层次的改革,为全省统筹做好制度上和政策上的准备。
There are big differences in the level of funding and benefits for the three systems of basic medical insurance for urban workers, basic medical insurance for urban residents, and new rural cooperative medical system, leading to an increasingly prominent problem of unfair medical insurance and incompatible with China’s requirements for the integrated economic and social development Adapt to the reality, according to the relevant documents to promote the conditions of the region to explore the implementation of provincial-level policy guidance, put forward the basic medical insurance in Liaoning province overall development framework and ideas. The article holds that the ultimate goal of improving the overall level of medical security and the province’s overall planning is to improve the fund’s mutual aid ability, reduce the guarantee differences among different systems, change the unfair conditions and ensure that all residents can share with the province’s economic and social development levels Pratt & Whitney benefits and welfare of medical insurance; put forward the medical protection of the province’s overall development goals and five stages and countermeasures and suggestions. At present, we should do a good job of system design and promotion of reform at the overall level so as to make systematic and policy preparations for the province’s overall planning.
