During the development of the U.S. railways, the government ensured the development of the railway through unique means of participation. In the national freight route policy, the government relaxed its economic control over the railway and gave full play to its role of government supervision. On local and regional freight route policies, the government sets out policies to ensure the continuity of the road network. In the commuter rail policy, the government uses a standard rail link to establish a commuter rail system. With regard to intercity passenger railway policy, the role of government support for intercity passenger rail transport business needs to be strengthened through legislation to establish Amtrak and receive very limited government funding.
