行政管理的灵魂是行政文化,其管理的各个层面均受到行政文化的深远影响。传统的行政文化对行政管理的现代化建设有着双重的影响,既有积极意义,又存在着消极意义。新时代的行政文化建设需要以行政管理现代化为目标导向,基于正确积极的思想,对行政管理进行全面、系统的发展建设,进一步促使行政管理现代化的实现。
The soul of administrative management is the administrative culture, whose administrative levels are influenced by the administrative culture profoundly. The traditional administrative culture has a double influence on the modernization of administration, which has both positive and negative meanings. The new era of administrative culture needs to be oriented toward the modernization of administrative management. Based on the correct and positive thinking, the administrative management should be comprehensively and systematically developed and further promoted to realize the modernization of administrative management.
