保险业是关系国计民生的一个重要行业,世界各国都很重视对保险业的管理.各国政府对保险业管理的模式大致有五种类型:政府直接管理;财政部管理;商业(务)部管理;中央银行管理;议会管理.其中以财政部门管理模式居多,之所以如此,是由于财政与保险共性较多,保险事业由财政机关管理,易于协调各种矛盾也利于保险事业的健康发展.比如社会后备基金的提取、使用;政府财政保障政策的贯彻实施;保险组织的资格认定和财务监督管理等都是财政事务,所以本文试就这种现象和问题进行一些论述.一、保险业管理溯源及与财政的关系财政与保险业在各个历史阶段中,由于条件环境的不同,存在着不同的关系.
The insurance industry is an important industry that is related to people’s livelihood and the people’s livelihood, and all the countries in the world attach great importance to the management of the insurance industry.Whether there are five types of insurance administrations in different countries: direct government administration, management of the Ministry of Finance, management of the commerce department, Central bank management and parliamentary management, of which the majority of the financial sector management mode is so common because of the commonalities of finance and insurance, the insurance business is managed by the financial authorities, and the coordination of various contradictions is also conducive to the healthy development of the insurance business. The withdrawal and use of reserve funds; the implementation of government financial security policies; the qualification of insurance organizations and financial supervision and management are all financial matters, so this paper tries to discuss some of these phenomena and problems. Relationship with finance The fiscal and insurance industries in different historical stages have different relations because of the different conditions and circumstances.
