1999年江苏省通州市本级实现预算外收入2.1亿元,占市本级预算内收入的105%.实现预算外支出2.01亿元,占市本级预算内支出的105.79%。可见预算外资金收支规模已达到甚至超过市本级预算内收支的规模。因此,建立预算外资金管理中心,加强预算外资金管理十分必要和及时,对杜绝预算外收入流失、私设小金库以及加强支出宏观监控,起到了积极的作用。
In 1999, Tongzhou City, Jiangsu Province, realized extrabudgetary income of 210 million yuan, accounting for 105% of the city’s budgeted revenue, and realized an extrabudgetary expenditure of 201 million yuan, accounting for 105.79% of the budgeted expenditure at the municipal level. Shows that the scale of extra-budgetary funds have reached or exceeded the level of revenue and expenditure budget size. Therefore, it is very necessary and timely to establish an extra-budgetary fund management center and strengthen the management of extra-budgetary funds. It has played a positive role in putting an end to extra-budgetary revenue losses, setting up small-sized coffers in private banks and stepping up macro-monitoring of expenditures.
