有偿立卷,不论采取何种形式,都不是档案部门创收的长久之计,其前景并不乐观。原因有二:其一,越俎代庖,与档案局、馆的法定职责有悖;其二,竭泽而鱼的一锤子买卖,绝不是档案局馆创收之谋略。立足本职,多种经营、全面发展,才是局、馆财源不断的经营之道。尽管如此,笔者还是认为,开展有偿立卷,对于培养档案局馆人员的实际操作能力,熟练掌握各种门
