目的以平衡记分卡法为基础,提出一套适合某医院临床手术科室绩效考核的指标体系。方法借助于平衡记分卡的架构,从财务维度、内部流程维度、顾客(患者)维度、学习与发展维度初步确定备选指标,结合Delphi专家咨询法对备选指标进行筛选,确立某医院临床手术科室绩效考核指标;采用层次分析法结合Delphi专家咨询法确定各维度指标的权重。结果确定了某医院临床手术科室绩效考核指标体系,该指标体系包括4个一级指标,9个二级指标,37个三级指标。结论临床手术科室的综合绩效排名与内部流程维度排名基本一致,内部流程维度在综合绩效中所占比重最大,临床科室提高综合绩效的关键还是在提高临床科室的医疗质量和医疗效率。
Objective Based on the balanced scorecard method, a set of index system suitable for performance evaluation of clinical surgery department in a hospital was proposed. Methods Based on the balanced scorecard architecture, preliminary indicators were selected from financial dimension, internal process dimension, customer (patient) dimension, learning and development dimension, and Delphi expert consultation method was used to screen candidate indexes to establish a hospital clinical operation Department performance evaluation index; Analytic Hierarchy Process combined with Delphi expert advice to determine the weight of each dimension index. Results The performance evaluation index system of clinical surgery department in a hospital was established. The index system includes 4 first-level indicators, 9 second-level indicators and 37 third-level indicators. Conclusion The rankings of comprehensive performance in clinical departments are basically the same as those in the internal process. The internal process dimension has the largest proportion in the overall performance, and the key to improving the overall performance in the clinical departments is to improve the medical quality and medical efficiency in the clinical departments.
