第一章 总则 第一条 为加强房地产交易市场管理,维护房地产交易市场的正常秩序,保护房地产交易双方合法权益,根据国家和省的有关规定,结合我市实际情况,制定本办法。 第二条 本办法所称房地产交易是指公民、法人或其他组织依法进行有偿转让房屋所有权或使用权及相关土地使用权的行为,包括房产的买卖、交换、租赁、抵押、赠与、典当、合并等。 第三条 房地产交易应遵循自愿公平、等价有偿、诚实信用的原则。 第四条 房地产交易不得损害社会公共利益和他人的合法权益;禁止私下交易、偷漏税费、倒卖房地产等非法交易行
