针对当前的农业形势和市场经济建设中忽视宏观调控的趋势，本文强调了新形势下加强宏观管理和政策调控的必要性。阐述了改革后农业调控体系和政策基础所发生的变化。提出了建立新体系的基本原则，以及当前工作的重点，即加紧进行体制建设的同时注重保护农民利益。
In view of the current agricultural situation and the trend of neglect of macroeconomic regulation and control in the construction of market economy, this article emphasizes the necessity of strengthening macroeconomic management and policy regulation under the new situation. The changes that have taken place in the system of agricultural regulation and control and the policy basis after the reform have been expounded.
