近年来,在世界海运市场和国际贸易市场持续繁荣的双重驱动下,世界船舶市场从2002年底便开始回升,并很快迎来30年不遇的发展高峰期,2003年,世界造船产量、新船订单量和手持订单量这三大造船指标均创历史新高。在世界造船市场的红火中,中国造船的“火爆”更是前所未有。“造船高热”谁来调温—艘艘巨轮下水,一条条大船出海,中国造船业今天的热度令世界惊叹!2003年12月28日,中船集团与上海市政府合作斥资36亿美元在上海长兴岛开始筹建世界最大的造船基地。上海市政府为造船基地一次性划拨了8公里海岸线,这在中国造船史和世界造船史都不大多见。到2015年,中船集团在上海的造船能力将突破1200万吨,我国最大的造船基地和最大的海军装备建设基地将出现在人们眼前。
