5月11日,卫生部和国家中医药管理局在京联合召开2006年全国医院管理年工作会议。会议指出,2005年在全国各级各类医院中深入开展的“以病人为中心,以提高医疗服务质量为主题”的医院管理年活动取得初步成效。医疗作为一种信息不对称行业,近年来,随着医疗市场化改革步伐的不断加快,广大百姓医疗费用的支出在逐年增长,以至于48.9%的患者有病不就医。在以追求经济效益为目的的背景下,过度医疗、大处方等医疗行为成为医院赚钱的手段。因此,健全医院“质量、安全、服务、费用”等项管理制度,进一步对医疗行为以及医疗流程进行规范,不断提高医疗服务质量和水平,使医疗服务更加贴近群众,贴近社会,不断满足人民群众日益增长的医疗服务需求是十分必要的。而医院管理年活动的核心内容就是持续改进医疗质量和保障医疗安全。应该说,在“看病贵、看病难”呼声越来越高的今天,开展“以病人为中心,以提高医疗服务质量为主题”的活动是十分必要和及时的。
On May 11, the Ministry of Health and the State Administration of Traditional Chinese Medicine jointly held the 2006 National Hospital Management Annual Working Conference in Beijing. The conference pointed out that in 2005, the year of hospital management, which focused on patient-centered and quality-enhancing services, was carried out in various types of hospitals throughout the country. As a kind of information asymmetry industry, medical care has, in recent years, with the accelerating pace of medical market-oriented reforms, the expenditure on medical expenses of the general public has been increasing year by year, so that 48.9% of patients do not seek medical treatment when they are ill. In the context of the pursuit of economic efficiency, medical practices such as over-treatment and prescriptions have become a means for hospitals to make money. Therefore, a sound management system such as “quality, safety, service, and cost” in hospitals should be established to further standardize medical behaviors and medical procedures, continuously improve the quality and level of medical services, make medical services more accessible to the people, keep close to society, and constantly satisfy the people. The growing demand for medical services is very necessary. The core content of the annual hospital management activities is to continuously improve the quality of medical care and ensure medical safety. It should be said that in today’s increasingly high demand of “seeing a doctor for expensive and difficult to see a doctor”, it is necessary and timely to carry out the “patient-centered, and quality-enhancing service” theme.
