长期以来,机关文件存在“文书处理部门立卷”和“档案室立卷”两种形式。对这两种立卷形式的利弊,档案界素有争议。究竟机关应采取那种立卷形式才有利于保证案卷质量,笔者现拟提出拙见,以求教于档案界师友。 一、机关文件立卷以“结合立卷”为宜 结合立卷,是指机关根据具体情况,充分利用文书处理部门和档案部门的各自优势,使它们在立卷上进行科学、灵活的分工合作,从而确保立卷质量的方法。简言之,这是“文书处理部门立卷”与“档案室立卷”的结合形式,是一种扬二者之长,避二者之短的适宜形式。
