最近,国务院颁布了《全民所有制工业企业转换经营机制条例》,指明了深化企业改革的关键是转换机制,把企业推向市场,这就要求全面落实《企业法》,完善承包制,推行股份制,搞好企业领导体制改革,实施关停并转,调整企业组织结构,落实企业十四项经营决策权。其中,加快劳动人事、工资分配、社会劳动保险三项制度改革,是转换机制的重要内容。
