2009年3月1日,全国第一部促进电子商务发展的地方性法规《上海市促进电子商务发展规定》正式实施,为上海电子商务迎来新一轮的快速发展。目前,上海市企业电子商务年交易额占全市生产总值比重已超过五分之一。为促进当地电子商务发展、规范网络市场秩序,上海市工商局坚持“规范行为是手段,促进发展是根本”的指导思想,更新网络监管思维、完善监管制度、健全监管方式,大力探索有效途径,进一步发展网络经济,强化网络消费者权益保护,为应对当前的金融危机,拓展网络监管新领域做出了努力。本期编发上海市工商局和浦东分局的相关思路和做法的文章,为各地网络商品交易及相关服务监管提供借鉴。

In order to promote the development of local e-commerce and standardize the order of the network market, Shanghai Administration for Industry and Commerce adheres to the guiding ideology of “standardizing behavior as a means and promoting development as the foundation”, updating the network supervision thinking, perfecting the supervision system, improving the supervision mode, and vigorously exploring effective Ways to further develop the network economy and strengthen the protection of the rights and interests of online consumers and made efforts to deal with the current financial crisis and expand new areas of network supervision. In this issue, articles about the relevant ideas and practices of Shanghai Administration for Industry and Commerce and Pudong Branch are compiled to provide references for the supervision of online commodity trading and related services in various places.
