上海目前已经进入人均GDP5000美元的发展阶段。根据世界银行的标准,人均GDP5000-7500美元的发展阶段是进入发达经济圈的准备阶段。从世界范围来看,进入人均GDP5000美元后,如果处理得好,经济就能持续增长;否则,经济可能处于停滞状态。如墨西哥、巴西等一些拉美国家,当时则未能很好地实现这一跨越。从一定意义上说,人均GDP进入5000美元的上海正处于跨越式发展的前夜。成功跨越人均GDP5000-7500美元的国家或地区有一个共性,就是:这些国家和地区十分重视对人力资源的培养,不断加大对人力资本的投资力度,为技术创新和产业结构的升级提供智力支持,从而推动经济持续增长。本研究在总结其他国家和地区成功经验的基础上,分析了上海新一轮发展对人力资源的需求及上海人力资源的现状,并提出相关建议。

According to the standards of the World Bank, the development stage of GDP5000-7500 per capita is to enter the preparatory phase of the developed economic circle. From a global perspective, once GDP5000 per capita is reached, the economy will continue to grow if handled well; otherwise, the economy may be at a standstill. Some Latin American countries such as Mexico and Brazil did not achieve this leap forward at that time. In a sense, Shanghai, with a GDP per capita of $ 5,000, is on the eve of leaps and bounds. The commonality across countries or regions that successfully cross the per capita GDP of US $ 5000-7500 is that these countries and regions attach great importance to the training of human resources and continuously increase their investments in human capital to provide intellectual support for technological innovation and the upgrading of industrial structure , So as to promote sustained economic growth. On the basis of summing up the successful experiences of other countries and regions, this study analyzes the demand for human resources in Shanghai in the new round of development and the current situation of human resources in Shanghai and puts forward relevant suggestions.
