经济适用住房是政府为了解决中低收入家庭住房问题而建设微利普通商品住宅;经济适用住房的土地为无偿划拨,而且市政配套税费减半征收。经济适用住房的推出,不但有效解决了中低收入家庭的住房问题,而且对商品房市场也起到了一定的积极作用。首先,它不但促使一些非正常利润商品房价格趋向合理化,而且还促进了低价位商品房品质及房屋质量的提高。但是,由于经济适用住房作为一个新的住房供应体系,所以在其发展的过程中还存在一些问题需要解决。近期,由国家计委、建设部联合下发的《经济适用住房价格管理办法》,将对经济适用住房市场以及购房者产生一定的影响。这期我们将对新出台的经济适用住房的政策做一解释。
