黑龙江省滑冰馆座落于哈尔滨冰上训练基地院内,建成于第五届全国冬运会之前的1982年。该馆外型美观宏伟,独具格局,是一座带有欧洲特点的方型建筑。其建筑面积为8400平方来。馆内设有1800平方米的人工制冷冰场和4200个观众席位,是我国第一座标准的综合性冰上训练和比赛专用馆。从1983年第五届全国冬季运动会开始,我国许多重大的国内国际冰上比赛都在这里举行。由于设备完善,一年四事皆可使用,国内许多省市的冰上运动队非比赛期间纷纷来这里进行训练,馆内利用率极高。为迎接1991年举行的第七后全国冬运会,黑龙江省政府拨款2262万元,对该馆进行了全面维修,并改造和完善了照明和音响设备。新装置的大型计时计分显示屏幕,长18米,高5.8米,由16500只特制的白炽灯泡组成。这座16级辉度、满天星式动态显示屏
Heilongjiang Ice Skating Hall is located in Harbin ice training base hospital, built in 1982 before the Fifth National Winter Games. The museum looks magnificent, unique pattern, is a square with European characteristics of the building. Its construction area of 8,400 square feet. The museum has 1,800 square meters of artificial ice rink and 4200 spectators seats, is China’s first standard comprehensive ice training and competition dedicated Museum. Since the Fifth National Winter Games in 1983, many of our major domestic and international ice races have been held here. Due to the well-equipped facilities, all four things can be used throughout the year. Many ice-sports teams in many provinces and municipalities have come here to train during the non-competition period. The utilization rate in the museum is extremely high. In order to meet the Seventh National Winter Games held in 1991, the Heilongjiang Provincial Government allocated 22.62 million yuan to conduct a comprehensive maintenance of the museum and transform and improve the lighting and audio equipment.
