随着我国房地产市场的腾飞,以及社会基础设施建设的兴起,政府投入建设项目的资金越来越多,社会主义市场经济体制逐渐建立并完善,《建筑法》、《招标投标法》等法律法规的颁布施行,工程造价已初步建立。[1]工程造价是评价总投资和分项投资合理性和投资效益的主要依据之一,为了降低工程造价、节约投资成本,而又要保正建设项目的规模不降低、工期不延迟、质量不变,我们需要对建设项目的资金进行合理有效的分配,以工程造价做为经济杠杆,对建设项目的中的物资消耗、建设规模、等进行调控和管理。本文主要通过对建设项目全过程造价控制进行探讨,分析各个过程的作用,并提出一些改进项目工程造价管理的办法。
