在建设有中国特色的社会主义各项事业蓬勃发展的进程中,“尊重知识,尊重人才”已成为时代的主旋律。高校中的教育、科技人才荟萃,蕴藏着极其丰富的科技生产力,是科教兴国的重要力量。大力开展人事档案信息的收集、整理、保管和利用,为高校充分实现“人尽其才、才尽其用”。开发人才信息资源,发展科技生产力,提高有效的保证和优质服务,是高校人事档案工作的重要任务。1 现状分析长期以来,由于历史上、政策上、管理上和技术上的等等原因,目前的高校人事档案管理工作存在着各种问题,在一定程度上制约了高校人事档案信息资源的开发利用,与高等教育改革开放的形势很不相适应。
