中国加入世贸组织之后，原本欢喜兴奋的中国人意外地发现，世贸大门的打开并没有带来外汇的成倍增加，相反，却频繁传来水产、禽类、水果、青菜、茶叶、天然蜂蜜及纺织品遭遇退货的消息。现在只要和肉沾边的中国食品几乎就不能进入欧洲，更有甚者，荷兰干脆把在码头存放的中国肉一烧了之。拿今年第一季度的情况来说，据天津东港海关提供的数据，去年农产品遭退运共80票，总价值134万美元；今年是92票、总价值138万美元。青岛海关仅对欧盟出口的冻鸡就遭退运505.4吨，货值92.7万美元，比去年同期增长9.2倍。大连海关从去年年底到今年2月底，出口农产品遭退运总价值为159万美元，比去年同期增长174%。而从总量上来说，农产品的出口并没有大的增长。事实上，中国的农产品与往年相比在品质上并没有发生什么变化，退货的原因，一部分是国内有的产品生产条件和卫生条件不合格，而更重要的是我们农产品的进口国实行了新的检疫标准，一道看不见的绿色壁垒增高了。

In terms of the total amount, the export of agricultural products did not see a large increase. In fact, there is no change in the quality of agricultural products in China compared to previous years. The reason for the return is that some domestic products have unqualified production conditions and sanitary conditions, and more importantly, the importing countries of our agricultural products have implemented new ones. With the quarantine standards, an invisible green barrier has increased.
