浙江省水库移民工作坚持把工作的重点聚焦到移民脱贫和创业致富上,按照城乡一体化的发展思路,积极推动移民经济发展。至2012年底,农村移民人均纯收入达到11021元,约占全省农民人均纯收入(14552元)的75.7%,年均增长幅度超过了全省农民人均纯收入增长幅度。着力推动偏远山区移民向城镇转移集聚,实现下山脱贫致富。采取“下山脱贫,异地开发”途径,引导安排移民向中心城镇集聚,实现下山脱贫。全省已有近3万山区移民,通过下山对接城镇化道路,生产生活条件得到了极大改善,初步实现了脱贫致富。着力推动移民向城镇二三产业转移集聚,实现创业致富。全省通过积极鼓励移民兴办企业、进城镇务工、兴办家庭加工业、建立移民经济发展园区等方式,推动移民劳动力向二三产业转移集聚,增加非农经济收入。
The reservoir resettlement work in Zhejiang Province insisted that the focus of the work be on removing poverty and starting a business and getting rich. In accordance with the development idea of urban-rural integration, the resettlement economy should be actively promoted. By the end of 2012, per capita net income of rural migrants reached 11,021 yuan, accounting for 75.7% of the net income of farmers in the province (14,552 yuan), an average annual growth rate exceeding the growth rate of per capita net income of farmers in the province. Efforts should be made to promote the relocation and transfer of migrants from remote mountainous areas to urban areas so as to achieve the goal of getting rid of poverty and becoming rich. Take the “down the mountain out of poverty, off-site development ” approach, guide the arrangement of immigrants to the central town gathering to achieve down the mountain to lift poverty. Nearly 30,000 mountain migrants have already been established in the province. Through the downhill road to urbanization, the production and living conditions have been greatly improved, and poverty alleviation and prosperity have been basically achieved. Efforts should be made to promote the transfer and concentration of immigrants to the secondary and tertiary industries in cities and towns so as to realize entrepreneurship and prosperity. Through active encouragement of resettlers to set up enterprises, enter cities and towns, set up family processing industries, and establish immigrant economic development parks, the province promoted the transfer and consolidation of immigrant labor force to secondary and tertiary industries and increased non-agricultural economic income.
